Pirate fishermen 'export to EU'

The vast majority of pirate vessels illegally fishing off Sierra Leone are accredited to export their catches to Europe, an environmentalist group says.

A report by the Environmental Justice Foundation says West Africa has the highest levels of illegal fishing in the world.

Its says pirate fishermen fish inside exclusion zones, attack local fisherman and refuse to pay fines.

The UK-based campaign group has called for such vessels to be blacklisted.

It urges that weaknesses in EU regulations be addressed to stop illegal fish entering Europe.

"The EU is relying too heavily on the assurances of flag states that plainly are not monitoring their fishing fleets in West Africa," said EJF Executive Director Steve Trent.

"Authorities inspecting fish in European ports have very little reliable information on what is happening in the areas where it is caught.

"We must urgently improve communication between the EU and coastal States if we are serious about ending pirate fishing and protecting some of the world's most vulnerable coastal communities."

'Out of control'

The EJF's 36-page report - entitled Exposing Pirate Fishing: The Fight Against Illegal Fishing in West Africa and the EU - documents "rampant pirate fishing in Sierra Leone and laundering of the illegal catch into the European seafood market by vessels accredited to export fish to the EU".

Amadou Kamara, the Master Fisherman of Sierra Leone, looks out from his porch as the fishermen bring in the morning's catch.

It has not been a fruitful night; some have nothing to offer the market today. "Illegal fishing affects our livelihoods," he says in his native Krio as people bustle and barter along the harbour below him.

The elderly man, clothed in a long country robe has been fishing the seas since 1942. He says he doesn't know his exact age, but with a smile declares he has seven wives and 47 children; fishing is their livelihood.

He sees what the illegal trawlers are doing to their community. "When they [trawlers] catch these small fish, instead of throwing them back into the water they just destroy them and put them in the water," he says.

Mr Kamara is worried about the trawlers "destroying the hatcheries" by coming too close to land and is calling on the government to "drive [away] these people who bring in badness from the neighbouring countries."

"Despite the EU regulation to prevent, deter and eliminate illegal, unreported and unregulated fishing, evidence collected on 10 vessels believed to account for the majority of reports revealed that nine are accredited to export their catches to the EU, the world's most valuable import market for fish," says the report.

It found pirate fishing vessels were out of control:

  • Refusing to pay fines
  • Covering their identification markings
  • Using banned fishing equipment
  • Transhipping fish illegally at sea onto large refrigerated cargo ships destined for East Asia
  • Refusing to stop for fisheries patrols
  • Bribing enforcement officers
  • Fleeing to neighbouring countries to avoid sanctions
  • Committing labour violations
  • Using flags of convenience (bought from a country that lacks the ability or willingness to monitor activities)

The evidence of illegal activity collected through what the EJF called its "community surveillance project" has been sent to the governments of Sierra Leone and South Korea, as well as the EU.

The report quotes Victor Kargbo, head of Fisheries Enforcement in Sierra Leone, as saying a corner had been turned in the fight against poachers in Sierra Leone, but that efforts must be co-ordinated to prevent "unscrupulous operators" simply relocating and continuing their activities elsewhere.

"The EU can play a crucial role in deterring illegal fishing by making sure all fish entering has a catch certificate, but they should only accept imports from flag States that monitor their fleets properly," he said.

Sierra Leone's Minister for Fisheries and Marine Resources Soccoh Kabia told the BBC that: "This is a problem that has affected us for many years now and and has had serious repercussions for us as a people in terms of economic consequences as well as threatening our food security."

But he said that those fishing illegally should not think they can get away "scot free because one of these days we're going to get you and you'll pay for it".

West African waters have the highest levels of illegal, unreported and unregulated fishing in the world, representing up to 37% of the region's catch, says the report.

It reported 252 cases of illegal pirate fishing by industrial vessels in inshore areas over an 18-month period.

In addition, the EJF said 90% of the pirate vessels it investigated in West Africa were bottom trawlers "which devastate marine environments by dragging heavy trawl equipment along the seabed".

Global losses from pirate fishing were estimated to amount to $10-$23.5bn (?6-15bn) each year, said the EJF.

French physicist Serge Haroche and American physicist David Wineland shared the?2012 Nobel physics prize?for their work on quantum optics. The prizes were announced in Sweden today (Oct. 9) just before 6 a.m. EDT (noon in Sweden). The awards will be presented there on Dec. 10.

"It's really overwhelming," Haroche said via phone during the Nobel committee's press conference announcing the prizes, adding that his first reaction was to call his children. [In Photos: Nobel Prize Winners 2012]

Haroche is a physicist at Coll?ge de France and Ecole Normale Sup?rieure in Paris. He developed a technique to capture individual particles of light, called photons, by bouncing them back and forth between mirrors.

"They have been able to?detect photons?without destroying them. This is very hard to do," one of the Nobel Prize committee announcers said.

Wineland, based at the National Institute of Standards and Technology (NIST) and the University of Colorado-Boulder, pioneered a method to probe charged atoms (ions) with laser photons.

"David Wineland has achieved extraordinary control over the states of an ion," another Nobel committee member said.

His discoveries have led to the development of one of the most precise clocks ever made, and could mark the first steps toward building a quantum computer, which would use tiny quantum systems to make calculations much quicker than normal computers.

"Serge Haroche and David J. Wineland have independently invented and developed methods for measuring and manipulating individual particles while preserving their quantum-mechanical nature, in ways that were previously thought unattainable," Nobel officials wrote in a statement.

The two researchers have taken different tacks to study some of the same phenomena, and their work is complementary, Nobel officials said. They will share the 8 million Swedish kronor prize ($1.2 million).

Both physicists were informed of their win this morning. "I was walking with my wife," Haroche said of getting the call. "When I saw the [Swedish] area code, then I sat down." He said he planned to celebrate the honor with some lunchtime champagne, and then go back to the office.

The call came to Wineland in Colorado in the middle of the night.

"I was sleeping and my wife got the call and woke me up," Wineland told a Nobel Prize interviewer during a recorded call this morning. He called the news "a wonderful surprise of course. Just amazing."

"We probably won't go back to sleep for a while," he added.

Do I have Thyroid? - The Student Room

Hi guys!
Maybe someone can help me. I've started thinking I have thyroid.
Yep, i've been to a doctor, (two doctors in fact) though I feel I can trust them. I'll tell you why, but first I think I should talk about my symptoms:

My whole body tremors. I think it is called Physiological tremor. And it seems it can be due to hypoglucemia, thyroid, or brain tumor, among other causes.
In my case, tremor is not noticeable by other people at first sigt. But if I need to hold a piece of paper with my hands, you will notice my hands tremble.
And when I put my make-up my fingers and hands tremble.
Or sometimes the things I am grabbing fall down to the floor.Sometimes almost fall and I am able to hold them.
At nights, while at bed, I also feel the tremor, and my heart goes superfast, whole day I would say
What my doctors said:
-My NHS doctor: said it is because of stress. But then months passed and I was still trembling. So, I had a blood test. According to my doctr, the test is Ok. Glucose was a bit low, but ok. And TSH (thyroid) was ok.
-The neurologist: said that I might be overworried or stressed. That I sould go to a psychologist. Coz he thought it could be stress or depression.

BUUUT
I feel happy as always, I feel not stressed. So, I can not avoid thinking the neurologist may be wrong and also NHS. Why?
Coz years ago my mother had surgery because of thyroids. She had had lots of blood tests during ages, and TSH was always ok. Till she started to be unable to breath ok. Then she had an echography and they found a thyroid with tumor.
That is why I don't trust what my doctors told me.
I've started thinking I may have Thyroid.
And I've started thinking that until it gets worse, doctors won't be able to realize that I am ill.
Do doctors need to wait till the last moment? Are they unable to get a correct diagnosis till evidence tells them are ill?!

(AP) ? Tens of thousands of people marched in 56 Spanish cities Sunday to protest punishing austerity cuts they say will only increase unemployment and job insecurity in a country experiencing its second recession in three years and record high unemployment.

Around 20,000 people marched in Madrid behind a banner that said, "They want to ruin the country. We have to stop them." The rally in Spain's capital was supported by 150 organizations.

Protesters chanted slogans against cuts and waved placards reading "youth without jobs, society with no future." That is a reference to the youth unemployment rate, which surpasses 50 percent. Spain's overall jobless rate is nearly 25 percent and social unrest is on the rise.

"They are abusing the lower social classes," 54-year-old teacher Luis Diaz said. "By backing banks, they are torturing the working class and badly affecting public education, health care and pensions when what they should be doing is exactly the opposite."

Trade union leaders said the marches warned the government that tempers were rising and a general strike was brewing.

Workers Commissions union spokesman Ignacio Fernandez Toxo said a likely date for the strike could be as early as Nov. 14.

The government has implemented tough austerity measures over its nine months in office.

As part of the X series, the Fujifilm X-S1 ($799.95 direct) is placed among Fuji's top?cameras. The 26x superzoom is as big and heavy as an SLR, but gives you a much longer zoom factor than you'll find in any interchangeable lens camera, and it's got a large rubberized manual zoom ring, a sharp EVF, and an excellent control layout. It delivers better image quality than the similarly designed Fujifilm HS30EXR , especially at higher ISO settings. The 12-megapixel camera earns the same 4-star rating as our Editors' Choice Nikon Coolpix P510 , but despite its design and performance, the high asking price prevents it from earning that award.

Design and Features
At 4.2 by 5.3 by 5.9 inches (HWD) and 2.1 pounds, the XS-1 is as large and heavy as a compact D-SLR. Other superzoom cameras are smaller, including the Canon PowerShot SX40 HS ?it's only 3.6? by 4.8 by 4.2 inches and has a more ambitious 35x zoom lens. If you're used to shooting with an SLR, you'll probably feel a bit more at home with the X-S1?it feels exactly like a smaller D-SLR in the hand, and its lens is operated manually; most superzoom cameras use power zoom lenses that are controlled electronically via a rocker.

With such a large body to work with, it's no surprise that the X-S1's control layout is top-notch. All of the physical controls that you are used to seeing on an SLR?ISO control, EV Compensation, White Balance, AE/AF Lock, Drive Mode, and Flash control?are assigned a button. There's also a Mode Dial, a top-mounted Control Wheel, and two programmable Function buttons. The lens is a 24-624mm f/2.8-5.6 (35mm equivalent) design. It includes a metal hood, intended to maximize contrast and minimize flaring.

The 3-inch, 460k-dot rear LCD is hinged so you can view it from above or below. It's acceptably sharp, although not on the same level as the 921k-dot LCD that's on the back of the Nikon Coolpix P510. Where the X-S1 outshines the competition is its eye-level EVF. The LCD viewfinder has a 1,440k-dot resolution?it's not quite on the same level as the EVF found on Olympus's top-end OM-D E-M5 ?Micro Four Thirds camera, but it's noticeably better than that of the Samsung NX20. Using the eye-level finder rather than the rear LCD makes it possible to hold the camera closer to your body for a steadier shot, which is key when zoomed all the way in.

Performance and Conclusions
Fujifilm X-S1 : Benchmark TestsThe X-S1 isn't a perfect camera, and one area in which it falls short is start-up time. It takes about 3 seconds to start up and shoot a photo, much slower than the 1.6-second mark notched by the Nikon P510. Its shutter lag is an acceptable 0.3-second, and it can fire off a photo every 0.2-second in continuous drive mode. Burst shooting is limited to 10 JPG shots or 6 Raw photos, with a 5.1-second recovery time required for the former and a 7.5-second recovery time required for the latter when using a fast memory card, like the 95MBps Sandisk SDXC card we used with the camera during testing.

We used Imatest to check the sharpness of the X-S1's lens. It scored 1,685 lines per picture height at its widest setting and aperture, which is a bit shy of the 1,800 lines required for a sharp image. This is in line with Fuji's similar HS30EXR, which ekes out 1,704 lines. Where the X-S1 beats the HS30EXR is in terms of image noise?it keeps it below 1.5 percent through ISO 1600, two stops better than the HS30EXR. Image detail is very good at ISO 1600, although for the best quality you'll want to keep the ISO setting at 800 or below.

Video is recorded at 1080p30 or 720p30 quality in QuickTime format. Faster frame rates, including 70fps at 480p, 120fps at 240p, and 200fps at 112p, are supported?but as you can see, the resolution drops off quickly as the frame rate goes higher. The quality of the footage is very good, with sharp details and bright colors. The autofocus system operates during recording, but doesn't pollute the soundtrack with unwanted noise. From an ergonomic perspective, the Fujifilm X-S1 is one of the top superzooms that we've tested. Its control layout is superb, the larger body size actually helps to balance with the long zoom lens, and its EVF is excellent. Its start-up time is a little slow and the lens could be sharper, but support for Raw shooting makes it possible to eke every bit of quality out of images. At close to $800 the X-S1 is prohibitively priced for many buyers, which prevents it from ousting the Nikon Coolpix P510 as our Editors' Choice superzoom camera. If it's within your budget, the X-S1 is a rewarding choice for serious shooters who demand a manual zoom lens.

Sticky paper offers cheap, easy solution for paper-based diagnostics

ScienceDaily (Oct. 2, 2012) ? A current focus in global health research is to make medical tests that are not just cheap, but virtually free. One such strategy is to start with paper -- one of humanity's oldest technologies -- and build a device like a home-based pregnancy test that might work for malaria, diabetes or other diseases.

A University of Washington bioengineer recently developed a way to make regular paper stick to medically interesting molecules. The work produced a chemical trick to make paper-based diagnostics using plain paper, the kind found at office supply stores around the world.

"We wanted to go for the simplest, cheapest starting material, and give it more capability," said Daniel Ratner, a UW assistant professor of bioengineering and lead author of the paper recently published in the American Chemical Society journal Langmuir. "We also wanted to make the system as independent of the end applications as possible, something any researcher could plug into."

Many paper-based diagnostics are made from nitrocellulose, a sticky membrane used in pregnancy tests and by medical researchers to detect proteins, DNA or antibodies in the human immune system.

Ratner hopes to replace that specialized membrane with cheap, ubiquitous paper, and to use it for any type of medical test -- not just the big, biological molecules.

The UW technique uses minimal equipment or know-how. The researchers used a cheap, industrial solvent called divinyl sulfone that can be bought by the gallon and has been used for decades as an adhesive. Ratner's group discovered they could dilute the chemical in water, carefully control the acidity, then pour it into a Ziploc bag and add a stack of paper, shake for a couple of hours, and finally rinse the paper and let it dry.

The dried paper feels smooth to the touch but is sticky to all kinds of chemicals that could be of medical interest: proteins, antibodies and DNA, for example, as well as sugars and the small-molecule drugs used to treat most medical conditions.

"We want to develop something to not just ask a single question but ask many personal health questions," Ratner said. "'Is there protein in the urine? Is this person diabetic? Do they have malaria or influenza?'"

To test their idea, the researchers ran the treated paper through an inkjet printer where the cartridge ink had been replaced with biomolecules, in this case a small sugar called galactose that attaches to human cells. They printed the biomolecules onto the sticky paper in an invisible pattern. Exposing that paper to fluorescent ricin, a poison that sticks to galactose, showed that the poison was present.

Now that they have proven their concept, Ratner said, they hope other groups will use the paper to develop actual diagnostic tests.

Leading proponents of paper-based diagnostics include the UW's Paul Yager, a professor of bioengineering who leads the Microfluidics 2.0 initiative, and George Whitesides, a chemistry professor at Harvard University. Ratner's group is working with a graduate student in Yager's lab to use the paper to print patterns of switchable networks.

Co-authors are Arthur Yu, Jing Shang at the UW; Fang Cheng, a former UW doctoral student now at China's Dalian University of Technology; Bradford Paik at the University of Minnesota; and Justin Kaplan and Rodrigo Andrade at Temple University in Philadelphia. The study was funded by the Washington Research Foundation and the UW's Royalty Research Fund.
